Ingredients
- 1 cup water
- 1 head cabbage
- 1 cup finely diced carrots
- ½ cup finely diced onion
- ½ cup finely diced green onions
- 2–3 lb ground beef
- 1 tbsp steak seasoning blend
- 1 tbsp Worcestershire sauce
- 1 tbsp minced garlic
- 2 cups instant rice
Sauce
- 2 cans (14.5 oz) crushed tomatoes
- 1 can Italian style tomato paste
- 1 tbsp Italian seasoning herb blend
- 1 cup water
How to Make It
- Pour 1 cup water into Instant Pot and place the steam rack in the pot. Remove core from cabbage and place on steam rack.
- Steam cook for 5 minutes. Let pressure release naturally.
- When cabbage is cool enough to handle, remove leaves and set aside.
- Add carrots, onion, and green onions to a food processor and finely pulse them together.
- Add carrot mixture to a large bowl along with remaining ingredients (minus cabbage). Mix everything together.
- Divide meat mixture between prepared cabbage leaves and fold cabbage leaves up like a burrito. Place on steam rack inside Instant Pot.
- In a separate bowl mix the crushed tomatoes, tomato paste, Italian seasoning, and 1 cup water. Pour over the cabbage rolls.
- Secure lid and pressure cook on high for 8 minutes. Let steam release naturally. Serve with your favorite sides.
