A term used in connection with legislative budgeting in estimating the effects on revenue of tax policy changes, depending on their influence on behavior. Static scoring is used when no effect on behavior is expected from the change in tax policy; dynamic scoring is used when behavior is expected to change. Also called “cost estimating”. An example of a behavioral change in response to tax policy has been multiphasic screening Applying batteries of diagnostic tests, usually to persons “on the street” (primarily adults without symptoms) in such settings as shopping malls and county fairs. Often the tests include some blood chemistry determinations (such as for sugar and cholesterol levels), hearing, blood pressure, intra-eyeball pressure (for detection of glaucoma), and chest X-rays. The process has been criticized as to its value, on account of such problems as cost per case identified, false positive findings, false negative findings, and unnecessarily alarming the persons tested.
