An informal ad hoc “think tank” founded by John Horty, LLB, President of the National Council of Community Hospitals (NCCH), in 1992. Its first position on health care reform is that a single national solution to all the problems is not possible, that the movement already underway in which health care reform is emerging in local communities from the bottom up in response to those communities’ specific needs and resources should be facilitated. Certain legislative changes which would encourage local innovation in health care organization and payment are encouraged, as are changes in favor of universal coverage and community rating for health insurance, tort reform, provision of portable benefits, and adoption of antitrust policies which would favor cooperation and collaboration among providers in order to preserve the patient care value system in the health care field.
