A continuous and planned process embracing initial construction, evaluation, reorganization, experimentation, administration, and all other elements of the school and community that influence the quality of learning and teaching, curriculum. The elements are (a) goals and objectives, (b) philosophy of health education, (c) organization and administration, (d) teacher competence, (e) learning resources and experiences, (f) program evaluation, and (g) levels of decision making (these levels are societal, institutional, and instructional).
