In the Federal budget, a resolution passed by both Houses of Congress, but not requiring the signature of the President, setting forth, reaffirming, or revising the Congressional budget for the United States government for a fiscal year. There are two such resolutions that must be completed each year: the first concurrent resolution by May 15, and the second concurrent resolution by September 15.
