Strategic planning is based on the principle that, with goals and objectives specified, strategies can be developed for achieving them, resources can be generated to implement the strategies, and progress can be continually monitored. The concept behing strategic positioning is that it is often more important for an organization to expend its energy on being ready (positioned) to take whatever action is necessary in order to reach its visions of what it wants to happen, at the time such action is necessary than to spend the energy on strategic planning. Strategic planning works well in known markets, but strategic positioning has significant advantages in a market, like health, in which there is little predictable in the foreseeable future.
