Divided standard of medical care

A proposal by E. Haavi Morreim and others that the “standard of medical care” should be divided into two components: the standard of medical expertise (SME) and the standard of resource use (SRU) in order to distinguish between that which physicians are expected to do for their patients and the resources, monetary and technological, that insurers and others owe to provide to their wards. This divided standard concept is based on the argument that, while physicians throughout the United States have essentially equal access to training and knowledge, and thus could, in general, be held to one SME, the availability of resources is quite a different matter, and the SRU depends on what care or coverage the patient has, and what facilities and other resources are available.
